The function of the council, as set out in the Act on Statutory Functions and Duties of the President of Nigeria, is to advise the President, who is the Chairperson of the Federal Executive Council (FEC).

Although the President is the ultimate executive decision-maker, the FEC has a constitutional duty to advise him on how to run the country.
