Justice Joyce Abdulmalik of the Federal High Court in Abuja issued an order on Wednesday, preventing the Central Bank of Nigeria (CBN) from continuing to release monthly financial allocations to the Rivers State Government.
The judge ruled that Governor Siminalayi Fubara's presentation of the 2024 budget before a four-member Rivers House of Assembly violated the constitution.
She described the receipt and payment of monthly allocations since January this year by Governor Fubara as unconstitutional and an aberration that must not be allowed to continue.
The judge also stated that Governor Fubara's actions in implementing an unlawful budget were a serious breach of the 1999 Constitution, which he had swore to protect.
She continued to restrict the CBN, Accountant General of the Federation, Zenith Bank, and Access Bank from further permitting Fubara to access money from the Consolidated Revenue and Federation Account.
