The European Union has revealed intentions to implement a robust customs pre-arrival safety and security system for cargoes entering via sea, rail, and road.
The initiative, aligned with Import Control System 2, is set to launch on June 3, 2024, requiring traders to submit data on goods before their arrival.
In the words of the EU, "With this third release, maritime and inland waterways, road and rail carriers will also need to provide data on goods sent to or through the EU before their arrival, through a complete Entry Summary Declaration (ENS)."
The new policy applies to various transport modes, extending safety and security reporting requirements.
The EU emphasizes the need for traders to prepare in advance for Release 3, advising them to collect accurate data, update IT systems, provide staff training, and complete a self-conformance test by December 11, 2023, before connecting to ICS2.
Member States will grant time-limited deployment windows for affected traders to gradually connect, stressing that non-compliance may lead to goods being stopped at EU borders.
