FG Issues New Guidelines for Tertiary Institutions to Exit IPPIS

The Federal Government of Nigeria has announced new guidelines for federal tertiary institutions to transition away from the Integrated Personnel and Payroll Information System (IPPIS).

In a circular issued on October 8, 2024, Dr. Oluwatoyin Madein, the Accountant-General of the Federation, outlined the transition plan.

The payroll for October 2024 will continue to be processed through the IPPIS platform; however, starting in November, institutions will independently manage their payroll operations. The Office of the Accountant-General will oversee verification processes, with payments facilitated through the Government Integrated Financial Management Information System (GIFMIS).

Dr. Madein emphasized the necessity of compliance with these new guidelines, stating that while October's payroll will be handled via IPPIS, subsequent months will see institutions taking charge.

He noted that all Federal Tertiary Institutions (FTIs) must complete and submit GIFMIS Enrolment Forms by October 21, 2024, to access their personnel cost budget lines on the GIFMIS platform.

Additionally, institutions are required to validate and upload their employees' bank account information by this deadline to ensure uninterrupted salary payments.

The circular also instructed institutions to compile any outstanding promotion and salary arrears for submission to the Budget Office of the Federation. Dr. Madein urged accounting officers to ensure that all relevant parties are informed about the contents of this circular for strict adherence.

This transition has been positively received by academic unions, including the Academic Staff Union of Universities (ASUU), which had previously criticized IPPIS for issues such as payment delays and incorrect deductions.
